Raikou (ライコウ) is one of the Eight Pillar Generals and older brother to Mikazuchi. He fights and wins war without getting involved directly and would resort by any means necessary to win.

He is a cold, calculative person who would resort to any methods available be they morally sound or not to achieve his end goal which includes brainwashing someone to do his bidding.
However, he is secretly harboring a deep despair within himself. In Futari no Hakuoro, it's shown that he cares very much for the well being of the people of Yamato and the reason he rebels against the Mikado is that he views the people growing lax under the protection of the supreme ruler and has hoped to remove him so that the people of Yamato may once again be able to live how a living being should be.
